want to know more about how it works, you may want to read

The Japanese Patent Office (JPO) web
site is now an excellent source of information, including
a guide to obtaining patents in Japan and an English translation
of the Japanese Patent Law. Patent searching, including English
Language abstracts and free access to their machine translation
service is now located at a separate
site, run by the National Center for Industrial Property
Information and Training.
A dated but useful "Guide
to Japan's Patent System" (69 pages) was prepared
by the Japan Information Access Project and is a highly recommended
primer.
The Shinju Global IP Group also provides excellent guides
to patents and trademarks in Japan. Their site also
includes a good patent news section.
If you need a more complete understanding of the Japanese
intellectual property system, you might consider some of these
books.
